It looks like your domain is verified, but not claimed. If you claim your domain in Google's interface, you should be able to proceed to the shipping step.
We have a bug in the app where we display a shipping error if you make it past the verify & claim domain step to the shipping step, but then your domain later becomes unclaimed.
