At this time there is very little information conveyed in webhooks about what the source of the action was. It could be API and an App that did it, or as you ask, a staff account. Hopefully in the future Shopify conveys more information like this in the webhook headers or as part of the payload. I am still waiting for an answer as to how to send error messages to Shopify and have those reflected back in the error reports they send us. Been a month or more...
