Hi Elizabeth, 

The experience you shared doesnt sound nice. It looks like a case of blackmail and pure arrogance. As Shopify partners ourselves, it pains us that a Shopify user had to face this. 

Recollecting our experience with a 'bad' review (4 stars) for our app, the user talked about the pricing and how a new just launched store would not be able to afford the starter plan we had then ( he had written a long letter style review). It helped us to come up with a new pricing plan (Annual plan with discounts) just for small/upcoming stores. It's all about learning from honest feedback.

Like Jason said, you should raise this with Shopify team. You can help avoid more stores like yours facing the same blackmail experience in future. 

Also make sure you write reviews with more than 3 stars only when you are delighted with an app or have seen it impact your business in a promised way. Your review is often a stamp of approval or rejection.
