You can absolutely build an app with the Shopify API. You can build a private app or a public app for the Shopify App store. The best first step would be to look at these two resources: 

1. Building a Shopify App

2. App Guidelines and Walk Through 

These will be a great place to start to create your App using the Shopify API.
