This is Jennie, I'm a Guru at Shopify. It is definitely possible to modify shipping to a certain locations by a certain amount to help cover the more expensive costs of shipping to these regions! When you set up Shipping Zones or shipping destinations you can adjust the price of shipping to a specific state or country.
