It's working fine on my side -- still detecting by country: https://freegeoip.net/
I've only seen it go down once in the past 6 months. (But yes, it can happen.)
The problem with MaxMind and similar services is that they require you to register ALL domains that will be in use, up-front. Since this is a plugin, we can't know who will download and use it, so that's why we haven't activated an alternative IP Detection service yet. We're on the hunt, though :)
